Combine the flour and sugar in mixing bowl. Put water, oil, butter and cocoa into heavy boiler. Bring to a boil and cook one minute, stirring constantly. Add mixture to sugar and flour and beat well. Add buttermilk, eggs, soda, and salt. Pour batter in 13x9x3 inch pan and bake in 350ºF. oven for 40 minutes. Ice while still hot. Serves 18
