Blend flour and pepper with melted butter in top of double broiler, gradually stir in milk. Cook over boiling water until thick, stirring constantly. Add tuna, soup and three fourths of potato chips. Pour into greased casserole, top with remaining potato chips. Bake at 375ºF. for 30 minutes. Yield 6 servings
